Incorporating North Korea (DPRK) in Tokyo JPN trip

Hello everyone, Im 17, Ive travelled quite a bit and have been saving all my birthday money and bits of work here and there and have always wanted to travel to Tokyo. I live in Perth, Australia and was planning to travel next January.
Is it too hard to add North Korea? is 18 too young for North Korea? Any tips from anyone?
